This project is managing a five year effort to improve the interaction between the state's criminal justice system and North Dakotans who have disabilities. This initiative is a three-way collaborative project involving the NDCPD, the State Council on Developmental Disabilities, and the ND Protection and Advocacy Program.

This project will provide all birthing hospitals with equipment and training to conduct hearing screenings, make referrals, record and report data for newborns. Project staff will train regional coordinators throughout the state to provide support to the birthing hospitals by overseeing all components of the program. By the end of Year 3 of this project, all birthing hospitals in ND will have the equipment in place, staff trained, and an operational referral network. Those birthing center, choosing ABR for screening, will be given monies equivalent to the value of the Echo-Screen to be used in the purchase of the ABR screening device.

North Dakota's Department of Public Instruction (ND-DPI) and the Department of Human Services (DHS) wish to change its role in ND's Part B and Part C monitoring and improvement system. This project will result in a new model of focused interactive activities that continuously improve ND's Part B and Part C services. ND-ESI seeks to develop a model of consolidated/coordinated educational service improvement processes that results in more efficient and effective methods to ensure quality outcomes for infants, toddlers and youth with disabilities.

NDCPD has established a collaborative agreement with the Medical Services Division of the ND Dept of Human Services to conduct the ND Medicaid Infrastructure Grant (ND-MIG) to support competitive employment of people with disabilities. ND is approved for $500,000 from the Health Care Financing Administration over a period of one year with the potential of funding for three additional years.

NDCPD has developed a system for providing realtime captioning via the Internet to rural and isolated schools. This system makes it possible to deliver a realtime accommodation for students with disabilities so they can access and participate in regular education curriculum. The project is conducting a series of case studies to establish the effectiveness of the remote realtime online captioning system (RROCS). The study uses multiple-baseline single subject methods, participant observations, and case studies to investigate how well RROCS works for students with a variety of learning challenges in a range of instructional settings.

The Rural Disability Wellness Project seeks to increase the level of physical activity in adults who have developmental disabilities. This project will develop and implement a telehealth model for improving physical fitness and wellness among adults with developmental disabilities living in rurual community facilities.

    The Rural Disabilities Services Project (RDSP) offers children in these rural schools individualized services from qualified speech/language pathologists at the North Dakota Center for Persons with Disabilities (NDCPD) at Minot State University. Using interactive voice and video technologies, ASHA certified speech/language pathologists (SLP) will provide individualized speech/language services at the child's school, during the school day. This special video equipment, paired with Internet technology, will enable the child and SLP to see and hear each other during live interactive speech/language sessions.

This project is preparing 60 new teachers for the new ND credential in special education strategist and will alleviate a mild disabilities teacher shortage in central and western ND. In addition to the strategist credential, teachers are being prepared to serve as rural special education leaders in their school districts. The goals of the project are to: 1) refine didactic curriculum components for the special education strategist; 2) refine the field-based practice experiences to assure15 exemplary training sites; 3) develop a recruitment and selection process for trainees that will enroll three cohorts of 20 trainees each for three years; 4) deliver the RSES curriculum to 60 trainees; 5) develop and implement a resident teacher program to ensure sustainability; and 6) evaluate the project and present data showing the impact of the curriculum on trainees and the services they provide.
