Rationale:
Before they will risk doing business with an agency, funding sources
require organizations to have:
An established identity that can be reliably
contacted AND
An organizational structure that can be audited AND
The ability to comply with contract requirements
under state law
For this reason GRIT recommends that agencies be either a state or
governmental entity or a 503c organization.
