WORKERS WITH DISABILITIES COVERAGE
Formerly known as the “Medicaid Buy-In,” Workers with Disabilities Coverage (WWD) is a work incentive for individuals with disabilities. It allows people with disabilities who want to work, or who are currently working to pay a monthly premium to obtain or maintain Medicaid healthcare coverage.
Before the implementation of WWD, individuals with disabilities faced the dilemma of losing important Medicaid healthcare coverage if they obtained employment or increased their work hours or rates of pay at existing jobs. Many individuals were also discouraged by the rise in their recipient liability when their earnings increased.
Workers with Disabilities Coverage has positively impacted the lives of hundreds of individuals with disabilities living in North Dakota. Benefits provided include:
- The possibility of employment without the fear of losing Medicaid healthcare coverage
- The opportunity to contribute to Medicaid healthcare coverage by paying a monthly premium
- The opportunity to have higher income and more assets then Medicaid normally allows
- No longer having to pay recipient liability
- The opportunity to increase hours of work and rates of pay
- Opportunity to enjoy increased independence

In order to qualify for Workers with Disabilities Coverage an individual must meet the following requirements:
- Have a disability based on Social Security Administration guidelines other than substantial gainful activity
- Be gainfully employed
- Be an adult age 16 through age 64
- Pay a one-time $100 enrollment fee
- Pay a monthly premium or 5% of total income
- Meet family income guidelines

WORKERS WITH DISABILITIES PROMOTIONAL CAMPAIGN
The Medicaid Infrastructure Grant has implemented a state-wide promotional campaign on Workers with Disabilities Coverage. A Workers with Disabilities 30 second commercial was developed and ran statewide for four months. A promotional packet for Workers with Disabilities Coverage was also developed. The packet contains: tri-fold brochure (PDF: 3.4MB), a resource guide (PDF: 12MB), poster and a fifteen minute video. To request a packet please e-mail NDCES Staff.
